Synthesis of the paper
I have dedicated the content of this work to establish the distressing political and legal circumstances that not only the tutela action is going through, but also the Political Constitution of 1991 and therefore the H. Constitutional Court of Colombia.
Looking for the international dimension, a very brief synopsis of the constitutional transition is made, to then try to show two aspects: What is the reason that the Constitutional Court has become so fashionable in Colombia; Secondly, how have the traditional public powers assumed the constitutional change and how willing are they to accept the new culture of human rights?
